The FSA, in its Training and Competence manual states

"A firm must have appropriate arrangements in place to ensure that an employee who has been assessed as competent to engage in or oversee an activity maintains competence”.

The testing technology can demonstrate areas of weakness, questions attempted, and chart the progress of the delegate towards competence. This can be implemented to require that a delegate is periodically tested to demonstrate on-going competence.
